There have been many cool updated designs for Dawnstar from the Legion of Superheroes. This piece was done several years ago and captures her classic look from when I was younger. I imagine the bird to be an artificial construct, a la Blade Runner, since her avian native species from Starhaven, her home planet, were probably wacky looking. Who am I to say, though.
